1. Start -> Run -> regedit
2. Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\USBSTOR
3. Click on start in right pane.
4. Give value as 4. (to block USB)
5. Give value as 3. (to unblock USB)
This is not a tested solution, but we found this somewhere on internet.
